I have a Bass Station II. The more recent firmware has an 'AFX' mode, where each key can have its own preset. This would surely be easy to do in a software synthesiser at least so far as per-voice parameters are concerned. All you need to do is to take the data structure that comprises the per-voice parameters and replace it by a 128 element array of said data structures.

u-he supports midi program change messages, so unless I misunderstood some part you could already do this by routing your midi through something that converts keys to midi program change.

Also you can just do this in your DAW without having to have new code written. Triggering different patches by note and probability is very fun. If you use bitwig then this is doable in various ways with any synth and even more versatile with clap plugins.
