OK, to sum up:

On one computer (which presumably is the users main studio PC) Reason 7 can be used offline without the need to login or to use a dongle/Ignition Key.

The users can also utilize Reason 7 on secondary computers, but then must login/be online or use Ignition Key to be able to do that on other than the main PC.

That is the main points I gather...?

pretty much, except if you have an ignition key, you may want to use that on your main pc, and software license your mobile laptop to save a USB port.
