MuLab 9 Plugin with Cubase 13?

Is someone able to use MuLab 9 Plugin within Cubase 13?
If yes, I would be glad to get some help for the installation.
On my system (Windows 10, Cubase 13) after installing the Mulab Plugin (copying the whole folder "MuLab PlugIn (64 bit)" to the appropriate VST folder) and during launching, Cubase gives several errors like: "Can't write the 'User' folder at ..."
Then after launching, Cubase 13 rejects MuLab Plugin and lists it in the VST Plugin-Manager Blocklist as "Not a valid plug-in".
Help would be appreciated.
BTW I didn't bridge the MuLab Plugin.

After a further try I installed the plugin in another folder (as recommende in the instructions): C:/VstPlugins/MuTools/MuLab
Now I do not get the "Can't write ..." errors any more.
And the plugin is not installed and can be opened in Cubase
But the following plugin "REX Shared Library.dll"has been put in the Cubase Blocklist as "not a valid plugin".
Does it have important consequences for the MuLab Plugin?

As I understand it the MuLab plugin itself is a vst2 plugin.
Though vst2 is theoretically not more supported by Steinberg, luckily it seems to work in Cubase 13.
Will the MuLab plugin at some point become vst3?
