Looking for someone to help me recreate this cool arp sound. I have Serum and Ableton and think it can be created on that but need some help with my expert synthesis friends here

I don't have serum, but seems that is not a difficult sound to make.
Sounds like the Arp have two layers; one for the treble, and one for the bass, so you need two instances for two separated lines.
The bass is simple, and you only need a triangle wave with a short amplitude release and no sustain.
For the treble part, it sounds like a triangle wave, layered by a relatively quieter triangle with an octave higher and bit of detune. This have slightly longer release than the bass one. Because the two triangles might sound brighter, you may soften the sound by using a Low pass filter at around 2000 Hz. After that, attach with a subtle chorus effect.
