Looking for cyberpunk 80's type synths

I am just getting into making some music for myself. I am really into the sort of cyberpunk synths /drum beats such as this :

From what I gather it is old 80's synths? Is that true?
Also, I have an ipad air, could I start with that - garage band - and branch out to something more robust when I get better at it?

Bands like this that are doing a sort of retro 80s vibe are usually using completely modern synths, with exaggerated sample rate reduction/bitcrushing and tape emulation (or just rolling off high end with EQ or filters) far beyond actual 80s recordings. And I generally love it
Disasterpeace did a tutorial on the sound design process he went through for the Fez soundtrack, and he's got some similar things going on. It's worth watching. He squeezes a lot more out of that synth than I would have suspected.

any synth will do the work just know how to make them and get some old hardware modeled effects

u-he's Diva is one of the many synths basically designed to emulate that era of synthesizer, although as other people have said, most synths will get you there if you know how to use them. If you are new to this you are probably going to want something that is "out-of-the-box" in terms of presets which you can then tweak. While patching stuff from scratch might ultimately be more rewarding, you will cut down a LOT of the learning curve if you have something where the presets get you mostly to where you want to be.
The drums are a whole other issue, but most drums for this type of stuff is not complicated and it's not hard to find good sample sets that you can load into any basic drum machine.

I also happen to know that VHS Glitch is a huge fan of the Korg Legacy Collection. While they are a bit old at this point and some people complain about the tiny GUI that most of them have, especially the MonoPoly and the Polysix are really good for synthwave. The other instruments that come with the bundle can be incredibly useful for that too but probably require a bit more knowledge as far as patching (the Wavestation is anything but friendly in architecture, and is probably more suited to 90s style cheese, but is an awesome instrument, and the MS20 definitely has a learning curve and relatively few factory presets). There are no doubt more recent products that will help, but I figure this is worth mentioning simply because they are a great value for your dollar and a known artist who excels in 'cyberpunk' music is known to make such good use of them.
