I'm having a hard time creating chords like in the track linked below (starts at around 0:46). This is an old DnB tune from the 90's so my first idea was that this progression is a single chord sampled and played accross the keyboard, but I dunno, I just can't get in the same gloomy ballpark. I can't recognise pitch by hearing and I'm overall musically dumb so bear with me.

What are these chords?

Vii042 ( ommit the middle voices )
There is a chromatic g# that is to me just a mistake from someone who has bad ears so I chose to ignore that one
The voices you chose to include and omit depend on the instrument and arrangement.
I wouldn’t overthink it. This artist didn’t.
