Microsoft VASA-1 will do this. It takes a single still photo and audio track as input. There is no info on when it will be available to the general public.

It won't be long before A.I. can generate an entire album of songs including lyrics and vocals and generate "people" to perform the music in videos. An entire album of music including videos could be ready in a couple of minutes. Humans will not be required. :borg:
