Pads do not light up in Custom mode

Hi there. Joining all the others to thank you for the great stuff.

My problem is in using the Custom Mode. I want to put some basic things in there that I use most often. It's a great blank canvas, That works fine. Tried it with 'Toggle Plug In Window" as one example. Problem is the pad does not light up indicating it is a usable pad. any help?

I'm on your version 19.2.2 in Bitwig 4.4. Thanks for any help.
