What happens if you have two different MOD ENV on the same property?

A prime example is the 019: ARP TranceMania in the standard Factory Bank.

If you have a look at the MOD ENV, both MOD ENV 1 and MOD ENV 2 are set to CUTOFF AB with two different envelopes.

It's clear that it's making the sound much more punchier, but I don't really understand what's going on. Are they applied in a chain from 1 to 2? How are they interacting? I'm very confused.
