Hey guys does anybody know how to make this kind of sound in Ableton. It's in some songs by The 1975 and sounds like they might transpose down vocals and put a filter on them or something? I really don't know.

You kind of answered your own question!
It could be the the vocal pitched down and mixed with the original pitch or be a harmony part with a vocal stack.
It's then filtered.
There's quite a high resonance on some of the notes too which could be just the Resonance on a filter or and EQ bump in that area (sounds like both to me).
It opens a more towards the end and you can here the vocal chops - so it could also be that that's filtered.

Base create with mda talkbox plugin(free).
The sound depends on your synth, guitar or whatever you use sound + filtering.
