This means you are running a windows with wbem (management services) disabled/unaccessible. What is your windows version, service pack level?

Ah yes sorry should have said it's Windows 7 professional 64 bit (service pack 1).

Serched the interwebs and tried this command to start wbem, but the return message said it was already started:

net start winmgmt

Could also see it was started in the services list (services.msc).

Is this wbem needed for the plugin or the installer?

TX requires at minimum Win7 SP2.

Arg, the SP2 isn't installing for some reason. I guess the crud of years and years of the same Windows installation has built up, but the Microsoft stuff is always picky isn't it.

Guess I'll just have to leave it..
