Looking at used licenses of V Collection 7 and figuring out if it's worth grabbing it.
I already have Jun-6, Prophet 5 V, Analog Lab V,
so it appears to me that If I buy V Coll 7, what I'm missing exactly is...
None of the new v8 or v9 stuff: Augmented stuff, Pro-VS, MS-20, SQ80V, OB-Xa, Emulator, Vocoder)
And older versions of: CS-80, Piano, & Stage 73.
Everything else appears to not have been updated since it's V7 release.
Does this sound right?

Sounds right. The price should be at least by the amount of an upgrade lower than that for a used V9…
If you have already single licenses, you can sell those btw…

I think if you use it as an inspirational playground, one or two versions back is ok. Many products are up to date, anyway, and you can always exchange sounds in your creations later.

Even the older plugins are kept up to date with the rest in terms of bug fixes and benefit from cross suite improvements - you would just be missing the new versions and plugins
