I've seen it implemented in Nuance and I all can say it's going to be a really important direction for Freestyle as well. The Audio Deck will get it too, thereby allowing Freestyle overall to time stretch along with any midi.
No date announced yet though.

I hope Nuance will have the ability to play different pitches without changing the duration of a sample, and it would be cool if there was also a time parameter to be able to adjust the duration of the sample independently of the pitch.

Is this the plan?

Not always. See Simpler in Ableton.

Bumping out of eagerness. Did I already request mpe for nuance? Would be great to be able to freeze plugin instruments into nuance with stretch but then be able to use mpe. The per voice FX modulations would be cool.
