Isn’t reading a book out loud exactly that? And writing a plugin in any high level language covers the “anything”…?
Books are a damn good and very old compression technique for speech. I guess Chinese might be even better in that regard as English, but needs a lot more symbols…

I think some granular synths already do this.

The idea is that granular performs best when the slices are matched by transients and some other features.

However, you will never find a stylistic labeling system which is objective.
