Youtube - do you assign all rights to Google - or what is the deal?

I have OTOH argued Fair Use per a use of copyrighted material (a Fred Astaire picture) owned by Warners Group and prevailed, but my use was of 'insubstantial duration' and since I was not selling the video I was not competing in the marketplace with the original at all, this reinforced by it being short clips of the scenes.
