Very few duds from either of these golden eared guys.
Eric Persing has golden ears, but he's not so active or inventive these days. Fair enough.
Who are the top ten patch sound designers ?

I'd have to add anything from the KV331 Synthmaster sound designers. My favorite among them is Nori Ubukata, who has been designing sounds since the hardware days ...
Take a listen to the expansion demos here: https://www.synthmaster.com/purchase.aspx
"Nori was one of the first official sound designers for Yamaha DX series. Later on, he worked for Yamaha and Korg as sound designer and also as developing adviser. He was involved in almost all of DX,SY and TG series, VL-1 and VP1 of Yamaha , Korg's T-series, O1/W, Wavestation and Prophecy. He published several optional voice programs for DX and SY series, Korg M1 and Ensoniq VFX/SD. In 2005, he started designing presets for Arturia products, being an official in-house sound designer and demo music composer. At the beginning of 2012, he became a freelance sound designer and musician. He mainly plays theremin with CV driven analog synthesizers and has released 3 albums so far in Japan. "

I like Bryan Lee, because his sound banks are good value for money.
I really like my Alchemy sound bank of Junky Xl. There's some nice sound design going on in his patches. He is not mentioned yet, probably because there aren't more sound banks of him.
Finally...Diego Stocco. I am a fan of his video's where he demonstrates his own fabricated instruments. If I buy Omnisphere, it's because of him.

Most of my favourites have already been mentioned by others in this thread, so I'm going to nominate a few more that haven't been mentioned.
In no particular order:
Zak (PatchAdamz) - VintageSynthPads
Jaap Visser - Triple Spiral Audio
Vin - MIDIssonanace

My main tools: Kontakt, Omnisphere, Samplemodeling + Audio Modeling. Akai VIP = godsend. Tari's libraries also rock.

not sure if mentioned but for me it's gotta be ...
Sound7
I own all the repro-5 patches( synth wave and esoteric) had I other synths I'd probably own their other sets as well judging the demos
I own repro packs from other designers but for me this ones are a cut above
