Can anyone tell me. I narrate books and need to be able to send tracks within a certain RMS range. -23 db to 18 db RMS.
Is DPMETER accurate enough with the RMS and also able to do this?
The tracks average around 20 minutes each in length.

Yes this should be possible if you use the average RMS value, which will give you the exact average RMS value over time. Just keep in mind that you need to reset averages before launching a new measurement (so that previous measures do not impact the new measure).
If your host application supports bouncing, you may want to bounce the track thru the plug-in in order to get the appropriate value without having to wait for 20 minutes.
