How to do this, that and the other. Share, learn, teach. How did X do that? How can I sound like Y?

I'd say of course BUT (almost never) change the bass note.
A just quick-made-up-guideline:
Have a maximum of 4 bass notes in the entire song. Play at least one bass note for 1/2 beat, if possible longer. You can change chords quite quick but it doesnt get 'weird' as long you don't change the bass note that often.
Just my 2C.

Well, there are rules to create a style of music, might it be techno, minimal, electro, lambada, tango, classig music or whatever you like. Just because you want to create something 'new' that doesn't follow any to this time existing rule, your music will be a construct of rules in the end - and that's your style ;) Music with no rules is noise (which is pretty cool sometimes too). I guess it depends on what you initially ment by 'techno'? Thomas Schumacher, Johannes Heil, Anthony Rother, Jeff Mills - they all have at least one thing in common: a 4/4 bassdrum...

Am - B7(no fifth) - Fmaj - F6 is very, very techno.

Have you identified some bits yourself already? Like, what's the droning tone all along the track?
We are the KVR collective. Resistance is futile. You will be assimilated. Image

Never!

To maintain the perpetual monotony for the meditative dance phase,
the underlying chord must never be changed. 8)

I think it can be a sus2 or sus4 chord, but it doesn't sound similar. The vibe is a little bit different. Do you think there is a droning tone and a layered tone progression ?!
