I really love the inertia setting inside MIDI PLUG CS II. Can you give me a few hints on how the circuit was designed? I'd like to implement the same thing but with the finer granularity of NRPNs.

Very easy : I only use 1 pole LP filters !
They work like a LAG time function with non audio voltages.
Typically, I set the "frequency range" voltage between -8 and 2.
I have tried with other LP filters, some give interestings results like "inertia bounces", but they are finally to my taste less efficients.
The only problems is that it works at sample rate and can use too much CPU when there is a lot (sometimes 64 or more !).
