While I could be wrong, my guess is that the number of people that actually exploit low-cost or free transfers is relatively minor compared to the vast majority of good faith customers. I check a few used-plugin posts daily, including Kvraudio, and considering the size of the market, there are usually relatively a low number of people newly listing used plugins for sale. For me, I am less likely to buy from a company that has high transfer fees (e.g., 20% of the current price) or don't allow transfers period, particularly if the plugins I am interested in are on the more expensive side. I am probably not alone, which means loss of revenue for the company.

It's the buyer who will have to pay $20 AFTER the license transfer on its own. The seller doesn't have to pay anything right?
I'm asking because I never bought 2nd hand PA plugins and I can't see the option to pay that fee anywhere on their website.

Yes, the buyer needs to pay fees after the transfer before he can use it.
