Oh, it surely still matters, especially with laptop CPUs. Usually, you get about half the performance for the money with laptops, compared to desktop PCs (mainly has to do with efficiency. Mobile CPUs are simply designed to get a decent performance/energy consumption ratio, not for maximum performance, like desktop CPUs). By the way: Another thing to consider would be if it necessarily has to be a laptop. If you have space for a desktop PC, and don't need to be mobile with that PC, you get much more "bang for the buck" with a desktop.
