WRONG:

Plugin Alliance
"The fee to activate the plugin is $20 per license and has to be paid by the buyer.
Dynamic Discounts will apply, so if you activate two or more plugins, you will get a discount of 20% to 60% (with six or more items in the cart)."

If you have a montly voucher, you can use it to cover a part of the fee. For example two license tranfer fees $40 USD - 20% (dynamic discount) = $32 USD.
$32 - $25 (monthly voucher) = $7, which ends up as $3.5 USD for license transfer per plugin.

The Dynamic Discount for transfer fees are no longer possible.
