Certainly seems reasonable, if one can use at least half of what's in them...
But not for me I use olden reason... Yesterday unpacked some refills to collect up Malstrom & Subtractor patches ended up being over 7,000 in all & just uses 5 MB of space... That's really the problem with refills is what is in them you'll not ever use that takes up space so anymore I use the Synth Patches & make my own SF2s...
