Help! How to make this vocal sound

Hey. I'm in need of some help on how to recreate the vocal effect found at 3:24 - 3:52.

I can hear the reverb and delay, but do not know what else has been used to achieve the sound. Is it vocoded or transposed from its original or are there a few effects that will achieve this.
It's a really interesting noise, and I've been banging my head on a wall trying to recreate it. Some help would be much appreciated.

the easiest way is to record your own voice if you can find one online.
then play it through some reverb with freeze function and sample it
Sanford reverb can do this and is free.
Or you can take a single-cycle waveform from the Ah sound and play it in unison if you have a synth that can do that

The vocal sound right at the end is the next one I am trying to recreate the sound at 3:45 now. That sounds like it may be vocoded. Anyone have any ideas?
