Sounds like a sawtooth with resonance on a 4 pole low pass filter. I hear maybe another sawtooth an octave lower mixed very low. It has an effect on it creating a repeat, which could be playing rapidly and it also has a big reverb which you could get by playing with a dance hall reverb setting on a plugin.
Many paid and free VSTs as well as Kontakt libraries. As well as HW synths/drum machine and acoustic instruments.

sounds like there's some instability or drift in there which is subtle but maybe the most important part, sounds like there's a high pass with some resonance, and a low pass up top to take the edge off, a touch of reverb, delay,
