I downloaded latest version (apparently just 15 hours old). I don't see a .dll file anywhere.

That download is very very old (2004-2005).
Please try the VST here (which is sort of 2009):

The VST is also very old

but at least it may run.
Come back if you experience issues!

AFAIK, the newest official versions are not supporting yet the windows VST platform, until v3 is released.

v3 is about a new GUI, maybe 64bit support. I'm not exactly sure, because I'm not in the game anymore.
