midiCCToggle blocked CC values

Hello.

First-off, I can't begin to describe how useful PizMIDI plugs are in fixing/tweaking all manner of plug-in/performance situations. Just fantastic.

Most recently, I want to use midiCCToggle (convert a momentary CC to toggle action). The instruction .txt file indicates that "Incoming values below 64 are blocked" - makes sense. However, it appears that below-64 CC values on the selected channel are being blocked on ALL CCs (not just on CCs within the Low/High range).

Hopefully that make sense.

Is this expected behavior? I would have otherwise thought that only the CCs within the Low/High range would have below-64 CC values blocked.
