The answer currently is yes and no. The problem is that the VST spec as it stands doesn't allow for the passing of SysEx data, notice plugs that use this format (FM7, etc) do it from within the plug itself.

A plug could be done that could have data routed to it from any MIDI ports connected directly but this kind of defeats the object of the excercise in the first place. It may as well be a stand-alone app. This is how MusicQuest does it with their plugin I believe.

So, quite why Steinberg dropped this feature beats me. Another loss is the Interactive Phrase Synthsizer. To some people these were two of the best features in Cubase having been there for some 15 or so years. Add to that the fact that SX can't sync to external kit worth a damn at present and the whole thing is a complete disaster of an "upgrade" for people using external MIDI devices that wish to control and synchronse them.

Alternatively, it may be possible through Steinberg's MIDI plugin architecture. But getting details of how that works without being fobbed off with the alternative of doing it as an MFX plugin and using a wrapper makes it a non-starter really. Why there aren't easily available tools for developers of MIDI plugins is a bit strange and as said the VST spec doesn't cover that side completely, some MIDI data types are simply not catered for.
