I wonder if there is a midi effect which converts gradual pitchbend into semitone steps?

you could do it through vaz modular or reaktor, but they arent the most cost effective solutions for this sorta thing.

Pitch bend is the var "v"
it depends on your bend range but if it is 12 seemi tones then the formula to add is:
v/12;
output to cc 2 for example
followed by a midi munger

with the expression
*,PitchB,*,*,*,*,n,*,PitchB,0,64,0,64
followed by another midimuge withthe rule
*,Ctrl,2,2,57,78,n,*,PitchB,0,127,0,127
