The part is for 1 and 2 flutes, but when there is only one line (second bar), should both flutes play the same or should one rest? Later, there is a small "I" above the line, so does that mean that only 1st flute plays the line?

Sorry, no idea what the I means. But me thinks both flutes should play the same.
I see just one point where flute #2 plays a different note than flute #1.

Maybe try to locate a recording of this piece (ain't it on youtube?) and listen carefully.

probably with no rests, note the quarter rest for a second part at beat 4 of the first bar, the part is doubled. I wouldn’t be conclusive.

I would assume the part is doubled unless otherwise noted, with one following the lower note/rest/symbol and the other following the higher.

That's likely a Roman numeral 1.
