What exactly does opening the Midi Setup window do?

I am asking because I still have problems with my Midi keyboard.

Sometimes the keyboard is still on, yet Mulab doesn't seem to receive any data. Then it is enough to open the Midi settings panel in Mulab and close it right away by clicking OK, without changing anything there. It seems that Mulab is somehow loosing the connection to the keyboard, if that makes any sense. And merely opening the Midi Setup window reestablishes that connection.
Is that possible?
