IIRC this was discussed recently on the MuTools forum here but i can't find the topic atm, so lets do the analysis again:
When you add such Plugin Alliance plugin what does MuLab say in the scan log? Any error message there?

I only installed VST 2.4 in 64 Bit
Log says "07:30:06:133 Scanning /C:/Program Files/vstplugins/bx_boom.dll@mutools
07:30:06:897 Exception while creating aeffect for bx_boom.dll
07:30:06:903 'main' returned invalid aeffect
07:30:06:911 Couldn't create VST instance for bx_boom"

OT Note: I wanted to reply to pekbro's post but accidentally edited it instead of quoting it. Sorry about that pekbro. I tried to restore it to the original text as good as possible, though restore is incomplete.

Sounds like the right conclusion to me.Anyway, if anyone experiences this issue, I suggest you open a support ticket with PA.
Perhaps they will work harder to find the solution.
