Best sounding is pretty subjective. You can probably replicate most sounds in synths using the same synthesis methods. Many synths include effects like reverb/delay and it will be probably unfair to compare a sound with delay and reverb to the same/very similar sound produced by a synth without any fx.

You will get a lot of subjective responses, for instance my favorite is Icarus in wavetable synthesis and the endless forms of synthesis is able to do, I simply love its clean sound, however if you're talking about analog emulations there is Diva, repro, I like Tal bassline 101... but well this is also subjective.

A hardware modular moog (commercial and no presets - sorry)... Ok, wasn't serious:

Synth1, Dexed both freeware with more presets you could ever listen in a life time...

Plenty of good synths won't be on my list, since I can't be bothered to demo every synth anymore. But some of I've thought highly of:

Analog Emulation: Repro, Legend
FM: Sytrus, FM8
Additive and Additive Resynthesis: Harmor
Wavetable: Serum
Physical Modelling: Chromophone (although not a fan of AAS)
Hybrid/Semi-Modular: Zebra
