Say I had a project that was 40 tracks of audio and I wanted to add a utility to them all is there a quicker way than doing this than adding one to seperate channels? Setting up a bus or return channel wouldn't work because might wanna tweak each channel differently to the last.

Either you want to do it for all the channels, or each channel separately. Nothing will do it automatically for every channel as you please

AFAIK, nope. You will have to drag and drop from the browser 40 times.

What you can do, if you want to drag both the plugin AND the settings somewhere else, is to pick the effect from the bottom row, drag it from the title to move it to another track, while pressing and holding the ALT key. This way you're copying both the effect and the settings.
