Does anyone know of a plugin I can load a selection of drum loops into and choose which sections of the loop I want to play? remixing those loops.

If you've got Ableton the Simpler can do this. There's also a Max for Live called Nedit which allows you to choose effects to apply to which section.

I'm not sure about VSTs I'm afraid, I think Serato Sample can do this.

you could also try Momentum from Big Fish Audio (https://www.bigfishaudio.com/) - looks rather nice and it's free, I've had no chance to check it closely yet but I liked it so far!

Just watching this now; posting here because in the intro, they mention mixing parts from multiple loops...worth checking out as it’s free.

It's clearly no UltraLoop, but possibly interesting anyway.
