I used to have the wonderful Adrenalinn Sync VST but eventually, it didn't get along with my upgrade from XP to WIN7. Had some correspondence with Roger Linn but he grew frustrated and disco'd the software entirely.

By combing IK Amplitube pedals (Rezzo, StepFilter, TapDelay, StepSlicer) you can do much the same.

Filterstep is free and worth trying.
With Rapid (expensive) comes Rapid FX, including a step sequencer that can be linked to some effects/parameters and that allows for custom shapes for each step.
HY-Filter3 has a step sequencer, but it doesn't seem as good (in drawing the per-step shapes) as others I have used.
UVI Shade has MSEGs, with a draw tool for steps--it's not quite like step sequencers in design, but it's pretty nifty.
Shaper Box, also has a way to draw steps.

Actually Metafilter is a great plugin. The other plugins that remind me of it is the filter plugins from Arturia. These are really mostly a tempo synced filter plugins. There is the Step-FX in Logic that will do more, but you need to be using that DAW.
Unfiltered Byome and Triad will do more and it has a very flexible, modulation section.
