My feeling is that when Scaler 2 is released there may be new items to be added. I can then decide what to do.

So get Scaler 1 now for $29 and a likely $20 upgrade V2 = $49.

My guess for Scaler 2 will be $69.

Taking the path of least resistance is the way to go.
Unfortunately I do not always follow that advice and struggle thru it all whether Reaper or plugins.
Now using Studio One 4.5 but Reaper 6 now is in my sight.
To struggle or not to struggle. That is the question!

A really good price for Reason 11 Intro which includes the Rack.

I know this has been asked on other threads, but can the Reason Rack load Rack Extensions from my account? I have been waiting for a discount on an upgrade from Reason 10 to 11 so that I can use the Rack VST, but it seems stuck at $129 (a little less at JRR and other places). If I buy a Reason 11 intro, however, and can use my existing REs in it, I definitely would not be in a rush to upgrade the full Reason.

I read a quick rundown on intro at the Reason site it seemed pretty clear that it only runs the devices it comes with.

No, the FAQ doesn't make a difference between Intro or Full. All versions have the same Reason Rack which load all RE's available. The only difference is that every version comes with the same devices included as in the accompanying version (of course).
