Cubase is indeed known for having trouble with its "always on top" feature for plug-in editors on Windows (just google "Cubase always on top" to have an idea of the disaster). We have similar problems with Blue Cat's PatchWork and MB-7 Mixer. The next update will however offer an option to avoid such issues.
