Yes, though a lot of it will be open-source VST plugins where you'll be obligated to make your own code available.
And to be honest I'd suggest that if you cant find any of that code for yourself, plugin development may be beyond you.

IPlug2 is going to a good bet for development, even though it's still in the works at the moment.
