Then you can still live with only GDI (Not GDI+) plus the AlphaBlend() function.

I would be careful with AlphBlend(). Years ago a Windows update broke some of the functionality in it that I was using and I had to rewrite a bunch of graphics code to work around it. You may have the same risk using GDI or GDI+ as time goes on and Microsoft stops testing how new updates effect older APIs.
