Control surface API autocomplete for JS

This is the result of an attempt to get Tern to understand the JS stubs, and add multiple inheritance. It’s a concatenation of the stubs (with some changes) and a list of calls to an extend function for inheritance. To use it with Tern, simply add it to loadEagerly.
