Is Spire still actually being actively developed?

The updates have slowed down to a crawl...I'm not expecting much but sure we've been talking about a preset browser for some time now?

Yes, it is. They also announced that they're already developing Spire 2, but, there is no estimate on a release date, so, it could still be some time until its release.
