would this be useful in a guitar pedal circuit? maybe to control a lowpass filter frequency or somesuch?

It looks like it's intended to be (among other things) a replacement for a fixed crystal oscillator.
It's minimum freq is 1KHz which is a bit fast for wah effects if that's what you're thinking. That's well into the audio freq range (audio rate modulations... ) One of the example circuits shows a sine wave generator using dividers but seems over kill for a guitar pedal; simpler ways to achieve this.
