Does anyone have any technical explanation why Microsoft set their default volume at 2/3 and Bose recommends volume at 2/3?

Test case: watch Taylor Swift music videos beginning from 2017 (Look What You Made Me Do, Delicate, End Game...) all mastering at correct db levels without youtube normalizing it, use Microsoft default volume at 2/3 and adjust your speaker volume by the speaker's physical knob.

The answer is proper gain staging: running each component at it's optimal volume.
If you set it higher, you might get distortion from clipping and in the occasions you need it you have no more room for a little boost.
If you set it lower, it's a waste of headroom and background noise will be lots higher as well.
