Actually a looper and sampler aren't really related, but still in the queue

I agree, would be fun! I was just looking around for a "Live Sampler" type thing. There is this one for Ableton, Beat Lab Instant Sampler:

So far as for a vst, I've only found TX16Wx, its almost there but still requires some mouse clicking and little tweaks to make it more ideal.
For playing live looped sustained sounds, I have done it with a combination of MDelay (using freeze or controlling the input level and feedback to 100% to create a loop) + followed by MHarmonizer sending it midi notes (try Granular mode and find a ms value you like).
On the other hand, I also like how U-he Colour Copy has a keyboard mode which plays back the buffer (freeze it) at different speeds. Is not polyphonic though.
Great to know they made it to the que!

I know of Gloop too, https://www.gvst.co.uk/beta.htm
It works ok, but sometime you can hear some cliks at looping points.
I use Cockos Super8looper very happily. But there are some limitations.

Yes, so sad about Mobius being abandoned. Didn't seem too buggy for me the bit of time I was learning it, just (wonderfully) complicated.
Here's a couple of current daw type loopers (are not plugins). I intended to evaluate them at some point:
