Cubase 9 and above: REPEATER/STUTTER + Pitch Rise - Almost all psy tracks has it

Hi guys,
The effect I want to achieve is what the producer did with the kick 00:46. He made it to create a "kick riser effect"

This is a simple repeater that you can play with SPEED and PITCH without altering the sound itself.

USUALLY - this could be done with VST called "Daft Funk" but it no longer has x64.
I DON'T want to achieve this with a sampler.

What effect do you suggest can do the work? (dblue stretch is no longer available).
