they are both chords
in the youtube video its a chord that quickly has the filter has the filter closing.
the 2nd sound is a chord but the glide is on. there's a few ways to do this when it's not a mono sound but it depends on your DAW

back in the day these sounds where merely made with a Juno 106 of Jupiter 8. The plugin versions have these type os sounds basicly in there presets.

I love Pomo. I can add that a way to make a similar sound to his would be to make a chord progression in MIDI that you like. If they are 4 note chords, make 4 midi channels. Then copy each progression and solo one note from each chord so each channel is just a 1 note progression. The important thing when you do this is to highlight the right notes. For example - Solo the low note of chord 1, the highest note of Chord 2 and back to the lowest if it is a 3 chord progression. The reason for this is the glide sound that you are hearing will be more powerful.
So once you have 4 single note progressions (All different so when stacked, they reform the chords), fire up a mono synth (analogue like a Model D is optimal here, but you can use a software Moog. Just make sure it is in Mono and not poly mode) and make a pretty simple saw patch. Make sure the glide is on. Bounce each take to its own audio track and work the filter parameters a little different on each take. For example, you can sweep a low pass filter just a little to emphasize the glides between chords. Do it by hand so each take is a little differennt. Once you have 4 audio tracks, stack them all together for your chord progression.
If you do all of that, you will get a rather complex, but awesome gliding chord. There are ways to do it faster in software, but if you take the extra 5 minutes to do it the way I described, your progression will have tons of depth to it and that glide sound you are hearing will be much more pronounced.

The guy above me has the right idea. If you have MPE editing in your daw you can do all of this on a single track too. But the sounds are pretty simple highly filtered chords played with portamento.

OK I hear other sounds in it so this will get you close but definitely layer it with other sounds. I think I hear a horn but I could be way off

Technically, you could achieve a similar sound with a Moog. Even if you find a free Moog VST online, like Cyclick Freemoog, some of the presets are rather close (obviously focusing on the lower end), but with some work, you can reach a competent result.
