He's spot on. the pitch bend is probably more of a "wow and flutter" type of vst. See 2 free suggestions below

the sound in the washed out song sounds just like a basic 80s synth pad/keys patch, something you could easily recreate with any kind of modern vst synth. use loads of chorus and a flanger and lots of pitch modulation. make the attack a bit plucky with a short filter envelope.
