I often stick with my DAW's plugin in this instance (Logic Gain), but it doesn't have any decent meters, even after its new paint job.
The other thing I also use in its stead, depending on where it is in my mix chain, is Waves NLS, because it's already there doing its channel strip harmonic thing. It has VU meters though, which aren't as handy to some and the gain range is only +/- 12dB, so it's only useful for mix balance adjustments.
However, I also use bx_control or bx_steremaker, because they're also usually on my strip by default. Even if you're not doing any mid-side stereo enhancing or plaecement with it, you can disable those features and just use it as a straight up Gain plugin, complete with decent meters.

I use Mono Channel and Stereo Channel by Sleepy-Time Records. They are 64-bit native, free and offer a lot of options: vu-meters, nominal level, M/S Mode, channel swapping...
