Greetings,
I've always been fascinated by the echo-y, dubby, filtered chords in Tour de France Etape 2. I know they're pretty common in dub genres, but they're not the usual subtractive saw-ish chords. Maybe some FM synth they've used?
Also, any idea on a delay plugin that can do those modulated delays?

There is a preset called "HS Four de Trance" in u-he Zebra which could be helpful.
Delay: TAL Dub has some modulations.

As I recall, there is a couple of such patches included in the free version of Synth-Werk for Engine
